What it proposes

This would amend Conneaut's city charter to prohibit construction of a data center. The definition covers one or more buildings, facilities, or infrastructure (including equipment cooling systems) primarily or exclusively used for digital information services when their combined monthly demand or peak load is more than 25 megawatts. Facilities on a single parcel, or on contiguous, adjacent, or otherwise aggregated parcels, can count together; the threshold can be reached using any energy source or a combination. The charter defines construction to include related preparation and modification work.

What a YES vote means

The charter would prohibit construction of any data center meeting the measure's definition, including facilities on one parcel or aggregated parcels whose combined monthly demand or peak load exceeds 25 megawatts. The ban would include related preparation and modification work and would take effect on its own, without further city action.

What a NO vote means

The charter would remain unchanged, and this measure would not create the proposed data-center construction ban.
